Professional Involvement

  • President, Nepal Economic Association (NEA) (Jan 2014 – ). This is an umbrella organization of national level economists comprised of former senior UN executives, Governor, Nepal Rastra Bank, Member, National Planning Commission, and university professors. NEA conducts studies, assists government and private sectors on key economic issues and provides forum to IFIs, UN agencies, government and private sectors to disseminate policy issues. NEA has special relationship with the Ministry of Finance as a result, it organizes collaborative forums. MOF has been making cash contributions to NEA on the annual budget.
  • Lead Policy Advisor, Centre for Inclusive Growth (November 1, 2011 – December 31, 2014). Provide technical support and guidance relating to design and implementation of the CIG’s Annual Programme of Work; facilitate CIG relations and interactions with policy makers, government officials and agencies, the research community and the private sector; At the request of the CIG, oversee and monitor specified CIG activities; advise the CIG on capacity strengthening (individual professionals and organisations), with particular reference to those areas featuring in the CIG Programme of Work.
  • Professor, Tribhuvan University (March 31, 1975- to May 18, 2013). My role was to conduct research, teach and supervise Masters, M.Phil and Doctoral students in economics. I have been working as an expert to give interview to doctoral students and professorial candidates in economics at different Universities at home and abroad. Headed the Department for six years.
  • Member, Steering Committee, Nepal Business Forum (2014-), This is a public private partnership forum led by the Minister of Industry of the Government of Nepal, which aims at continuing public-private dialogue on key policy issues. This forum is largely supported by IFC and other development partners.
  • Member, High-level Audit Advisory Committee (October 21, 2013 –) of the Supreme Audit Institution (Office of Auditor General) is to provide advisory services to the Auditor General and contribute to increasing effectiveness of auditing and use of public resources.
  • Member, Trade Advisory Committee, Ministry of Commerce and Supplies, Government of Nepal (January 2013-), A High Level Committee that assists Government of Nepal to provide back-stopping to the Coordinator of LDC Consultative Group at Government’s request; revisit the matrix developed for enhancing trade in Nepal Trade Integrated Strategies; develop immediate and long-term strategy for reducing Nepal’s trade deficit.
  • Member, High-Level Economic Diplomacy, Monitoring and Evaluation Committee (January 2013 – ), The Committee is entrusted to develop the guidelines for facilitating economic diplomacy through the Nepali diplomats in foreign missions.
  • Member, High-level Committee on Monitoring Economic Activities, (December 24, 2009- ), This Committee was constituted by the Council of Ministers. The Committee is comprised of the Vice-Chairman, National Planning Commission, Finance Secretary, Governor, Nepal Rastra Bank,  and Chief Economic Advisor, MOF. As a member of this high-level Committee my responsibility is to conduct micro analysis of ongoing economic crisis including the fiscal and monetary sectors and make policy recommendations to the Cabinet for their immediate execution.
  • Member, National Development Council, (2008, 2010- ), NDC is an apex body of National Planning Commission, which is comprised of representatives from the political parties, private sector and academic institutions. Major responsibility of a member is to endorse concept paper for the Interim Plans by also adding value on Three Year Plan.
  • Member, Revenue Consultative Committee, (2003-2009). As a member, my responsibility was to assist Government of Nepal to manage revenue and help Finance Minister to formulate annual budgets.
  • Member, Board of Directors of the Central Bank (Nepal Rastra Bank), (February, 2007- February 2012). As a member of the governing body of Nepal’s regulatory institution, the Central Bank (Nepal Rastra Bank), my responsibility was to help bring out monetary policy, supervise and regulate activities of country’s financial institutions. Work as a team member to provide advice to the Government of Nepal.
  • Member, Electricity Tariff Regulation Commission (June 2001-August 2006; December 2008-January 2012). As a Commissioner of a regulatory body, my job was to review, monitor and decide appropriate electricity tariff and facilitate the work of Nepal Electricity Authority.
  • Member, Think Tank, Federation of Nepal Chamber of Commerce and Industries, (September 28, 2005- ). As a member of advisory body of the apex institution of private sector in Nepal, my role is to identify priority research areas and provide suggestions on private sector-led policy issues that affect government’s major policy decisions.
  • Member, Committee of Eminent Experts, Confederation of Nepalese Industries (CNI), (July 1, 2005- ). The Committee helps private sector to influence government policies for partnership.
  • Chairman, High-level Public Expenditure Commission, (Feb 16, 2005-May 29, 2005). As a Chairman of high-level public expenditure commission, the responsibility was to supervise, direct and prepare overall Public Expenditure Policy of the Government of Nepal with the help of Comptroller General and secretaries of relevant ministries.
  • Advisor, Nepal Chamber of Commerce (March 25, 2002- 2005). As a member of advisory committee of an umbrella organization of Nepalese traders, my responsibility was to assist the Chamber to pursue private-public sector partnership programs and identify future course of action to help develop Nepal’s trade and investment regime.
  • Commissioner, Independent South Asian Commission on Poverty Alleviation (ISACPA) (February 22, 2002- 2009). As one of the commissioners nominated by SAARC Head of the Government, my responsibility was to coordinate efforts to integrate poverty alleviation programs into the development strategies of South Asian Member States and to bring out poverty report and South Asia Development Goals as directed by the SAARC head of the States.
  • Member, Policy Analysis and Advisory Network for South Asia, International Food Policy Research Institute (IFPRI), Washington, D.C. (December 2001- ). As a member of the PAANSA, my responsibility is to assist IFPRI in creating synergy amongst agricultural policymakers, advisors, and analysts in South Asia for more effective policy dialogue.
  • Member, Business Consultative Group, Prime Minister’s Office (July 1998 – 2000). Worked as a Prime Minister’s nominee for two consecutive terms as an independent expert to this high level advisory body. The responsibility was to advise the Prime Minister in matters relating to industry, commerce, trade, environment and foreign direct investment.
  • Chairman, Nepal Industrial Development Corporation (September, 2000- August, 2001). As a Chairman of Nepal’s oldest and largest government-owned industrial development bank, my role was to lead the board of directors to provide long-term financial and technical support to government and private sectors for promoting industrial development.
  • Lead Consultant UNDP (2000), at the request of the Government of Nepal, our job was to prepare a background paper on Nepal’s Foreign Aid Policy, which was later developed as Foreign Aid Policy 2002 and was ratified by the Parliament.
  • Regional Editor, South Asia Economic Journal (January 2000- ). As a regional editor of the journal brought out by the Institute of Policy Studies, Sri Lanka and Research and Information System for Non-aligned and Other Developing Countries, India, my job is to assist editors to provide technical and editorial backstopping.
